COUNCIL believes works done around parts of Charlton and Donald has meant it is safe to change flood overlays for each town.

At its recent July meeting, Buloke Shire councillors voted to adopt Planning Scheme Amendment C47blok and submit it to the Planning minister Sonya Kilkenny for approval.

Amendment C47blok has been undertaken to amend the Buloke Planning Scheme with updated flood mapping and draws on the updated flood mapping extents advised from the North Central Catchment Management Authority, and the Donald Flood and Drainage Management Plan (GHD, 2013) and Charlton Flood and Drainage Management Plan (BMT, WBM, 2014) which were adopted as background documents via Amendment C027 in 2018.

Flood mitigation works have reduced the severity of flooding for a residential area in Clifton Street, Charlton, so planning controls will be updated. In seven sites in Clifton Street, Charlton, the Urban Floodway Overlay (UFZ) will be deleted, and the Township Zone (TZ) will be applied.

Councillor Charmaine Delaney called this a “positive outcome for residents”.

“It highlights the benefit of flood mitigation works that have been completed,” she said.

“[They] offer further opportunities to reduce planning overlays and restrictions, supporting future development, investment and growth.”

Specifically, the amendment seeks to:

  • Delete a portion of the Urban Floodway Zone to seven properties in Clifton Street, Charlton.

  • Introduce the Township Zone to areas previously covered by the Urban Floodway Zone in Clifton Street, Charlton.

  • Delete a portion of the Floodway Overlay to sites in Donald.

  • Delete a portion of the Land Subject to Inundation Overlay to sites in Donald.
